Cell 1

Development Proposal Pending

In September 2021, the Carson Reclamation Authority (CRA) published an Request for Proposals (RFP) for development on Cell 1 according to the California Surplus Land Act. Currently, negotiations with developers are ongoing. 

Cell 2

Fashion Outlets of Los Angeles

On April 3, 2018, the CRA approved a Conveyancing Agreement (the “Agreement”) with CAM-CARSON, LLC, a Delaware limited liability company (“Developer”), an affiliate of The Macerich Company of Santa Monica, California for the development of a high end fashion outlet mall, the Los Angeles Premium Outlets. The Agreement was amended and reapproved on September 4, 2018. The City Council also approved a Development Agreement with the Developer and a Cooperation Agreement with CRA whereby CRA agreed to construct certain public infrastructure on behalf of City and City would agree to provide sales tax proceeds to CRA to enable CRA to meet its obligations to, among other things, undertake site preparation of Cell 2 and construct certain Offsite Improvements (as defined in the Agreement).

After execution of the Project Agreements, the CRA commenced the installation of the remedial systems and site development improvements and the Developer made payments to the CRA, all as provided for in the Project Agreements. In late 2019, a dispute arose between the CRA and the Developer as to the CRA’s ability to complete the remedial systems and site development improvements. In April 2020, the Developer filed a lawsuit (CAM-Carson, LLC v. Carson Reclamation Authority, et. al, Case No. 20STCV16461) alleging, in part, that the CRA had breached the Project Agreements. Shortly thereafter, the CRA filed counterclaims  alleging, in part, that the Developer owed the CRA ten million dollars ($10,000,000) for work completed on the site.

Following mediation, the CRA, the Developer, and the City of Carson have determined to proceed with the development of the Los Angeles Premium Outlets. A second Amendment to the Conveyancing Agreement was approved by the CRA Board of Commissioners and the Carson City Council on August 2, 2022. The Amendment to the Conveyancing Agreement is subject to a 90-day due-diligence period for the Developer. During this period, the Developer can terminate the Amendment to the Conveyancing Agreement and litigation will continue.

Cells 3, 4, and 5

Light Industrial and Carson Country Mart

In December 2020, the CRA approved an agreement with Carson Goose Owner, LLC (affiliated with Faring Capital, LLC) for Cells 3, 4, and 5. The Supplemental EIR (SEIR) for the Faring project and amendment to the District at South Bay Specific Plan was approved by the Carson City Council in April 2022. The development proposal includes up to 1,567,090 square feet of light industrial development, including up to 75,000 square feet of supportive office uses. The light industrial buildings are expected to support a variety of fulfillment/e-commerce centers and distribution/parcel hub center uses. There will also be a 0.62-acre parkway space that will include shade trees and native planting, a meandering walking path, and a sidewalk along the south side of Lenardo Drive along Cell 1.

In addition, up to 12 acres of publicly accessible but privately-owned and maintained open space and commercial/community-use and amenity areas will be located in the southeast portion of Cell 5 near the Avalon exit of the 405 Freeway. This portion of the development, called the Carson Country Mart, will consist of passive and active uses including a dog park, botanic garden, children’s play area, plaza areas, garden terrace, flexible event/social lawn, performance pavilion, water feature, sculpture garden, bioretention garden, games terrace, and pedestrian and bicycle pathways. Commercial uses and activities will also be integrated within the Carson Country Mart to draw in patrons and visitors to activate and enliven the overall area.

Specifically, the Carson Country Mart will include up to 10,000 square feet of commercial/retail uses, 12,600 square feet of restaurants (with drive-through capability), a 2,200 square foot walk-up café adjacent to the dog park and event lawn, and 9,000 square feet of food and beverage kiosks. The commercial/retail and restaurant uses within the Carson Country Mart may also include alcohol sales consistent with the requirements under the 2021 Specific Plan Amendment
